Name this old cartoon, I can't.?

There's a cartoon I once watched nearly 20 years ago when I was maybe 4-5. All I remember about it was there was an evil lady, who at one point of the cartoon dd white cloth on some pews for a wedding and they became ghosts. She also turn some people into rats or mice, and held a girl in a dungeon then later hypnotized her. I think it's a movie from the 80's but I have no idea what it was called.
