Cashier thiefs your money.. What do you do?

My friend just bought boots which where retailed at $29.99, she paid with a hundred and the man gave her back 26 dollars and 1 cent... She went back an hour later after she noticed & he said to to her that she cannot come 1 hour later with those allegations... Does any1 know any policies on this? I really want to help my friend..
